Cannabis Laws in Finland

Finland maintains one of the more restrictive cannabis policies in the EU. Recreational cannabis is illegal, and the country's drug policy is firmly rooted in a prohibitionist framework with broad political support. Possession of any amount of cannabis is a criminal offense, typically resulting in fines for small quantities but potentially escalating to imprisonment for larger amounts or repeat offenses. Finland's law enforcement takes a relatively active approach to cannabis enforcement compared to some Western European neighbors.

Medical cannabis access in Finland is technically possible but extremely limited in practice. Sativex (nabiximols) is the only cannabis-based medicine with market authorization, approved for spasticity in multiple sclerosis. Patients with other conditions can theoretically obtain individual special permits through the Finnish Medicines Agency (FIMEA), but these are rarely granted and the process is cumbersome. CBD products with THC content below 0.2% are legal and available, though the market is smaller than in many other EU countries. Finland's generally conservative approach to drug policy, combined with a political culture that emphasizes public health concerns, suggests that significant cannabis reform is unlikely in the near term.
