Cannabis Laws in Serbia

Cannabis is fully illegal in Serbia for all purposes, and the country maintains one of the stricter enforcement regimes in the Western Balkans. Possession of even small amounts is a criminal offense, and the courts generally treat drug offenses seriously. Serbia's drug laws do not distinguish between cannabis and other controlled substances in terms of classification, though sentencing may vary based on quantity and circumstances.

There is no medical cannabis program in Serbia, and there has been limited political discussion about introducing one. The country's conservative social attitudes and the government's focus on EU accession through rule-of-law reforms rather than drug policy liberalization mean that cannabis reform is not on the near-term legislative agenda. Industrial hemp cultivation has been permitted on a limited basis, but the broader cannabis industry remains entirely prohibited.
