Cannabis in Argentina

Argentina legalized medical cannabis in 2017 through Law 27.350, which established a framework for medical cannabis research and access. The initial framework was limited, but significant expansions followed in 2020 and 2021, including the authorization of home cultivation for medical patients, the creation of a regulatory program for commercial production and distribution (REPROCANN), and provisions for the sale of cannabis-based products through pharmacies.

The Argentine medical cannabis landscape is characterized by a strong patient advocacy movement and widespread home cultivation. The REPROCANN registry allows patients and their designated growers to cultivate cannabis legally, and NGOs play a significant role in producing and distributing cannabis products to their members. This grassroots model has provided access to many patients but has also created challenges for developing a formal commercial market.

In 2022, the Argentine government established a regulatory framework for the industrial cannabis and hemp sector, creating opportunities for large-scale cultivation, processing, and export. Several provinces, particularly those in northern Argentina with favorable climatic conditions, have actively promoted cannabis cultivation as an agricultural diversification strategy. The government of the Province of Jujuy was among the first to establish a state-run medical cannabis cultivation operation.

The broader political landscape in Argentina has created uncertainty for the cannabis sector. Changes in government and economic instability have affected regulatory continuity and investor confidence. Despite these challenges, Argentina's large population, established medical framework, and agricultural potential make it a significant long-term opportunity in the South American cannabis landscape.
