Cannabis Laws in Romania

Romania presents a paradoxical cannabis landscape. While medical cannabis has been technically legal since 2013, the practical implementation has been severely lacking, with virtually no functional system for patients to access cannabis-based treatments. The legislation exists on paper but lacks the detailed regulations, licensed producers, and established distribution channels needed to serve patients effectively. Recreational cannabis remains strictly illegal in Romania, with significant criminal penalties for possession, cultivation, and distribution.
