Cannabis Laws in Ukraine

Ukraine made a significant step in cannabis policy reform by legalizing medical cannabis in 2024, a decision driven in large part by the ongoing conflict and the need to provide effective treatment for soldiers and civilians suffering from war-related injuries, chronic pain, and post-traumatic stress disorder (PTSD). President Volodymyr Zelensky championed the legislation, framing it as a humanitarian measure to help those affected by the war access effective pain management and mental health treatment.

Prior to medical legalization, Ukraine had already decriminalized possession of small amounts of cannabis (up to 5 grams), treating it as an administrative offense rather than a criminal one. The medical cannabis law establishes a regulatory framework for cultivation, processing, and distribution of cannabis for medical purposes, though full implementation is ongoing given the wartime conditions.
